State Food Security Mission envisaged by NJ Nair

For implementing food security Act

Constitution of a Sate Food Security Mission and district-level grievance redressal mechanism have been mooted for the effective implementation of the National Food Security Act. The proposed mission will have an advisory role, mainly to advise the government and its agencies, autonomous bodies, and non-governmental agencies involved in the delivery of services for effective implementation of food and nutrition-related schemes and also to enable individuals to fully access their entitlements specified in the Act.

The commission will review the implementation of the Act from time to time and issue guidelines for implementing the provisions of the Act in tune with the guidelines issued by the National Food Security Commission.

In order to ensure the expeditious and effective disposal of complaints regarding the distribution of entitled food grains to beneficiaries, it has been proposed to appoint district grievance redressal officers.

The State government will have to provide office, staff, and other infrastructure facilities to the officers. They will have the power to investigate and redress complaints in accordance with the norms laid down by the Central government.

The district officers would hear complaints regarding non-distribution of grains and initiate action against those responsible for the lapses. If any complainant is not satisfied with the steps taken by the officer, he can go on appeal to the State commission. The commission will hear appeals against orders of the district officers and also the complaints transferred to it by the national commission. It will have to prepare annual reports to be laid before the State Assembly.

The proposed mission would consist of a chairman, five members, and a member-secretary. An IAS officer or an officer holding a civil post with sound knowledge and experience in food security, policy-making, and administration in agriculture, civil supplies nutrition, health, and allied fields would be chosen for the chairman's post.

Eminent public men with a thorough grasp of agriculture, law, human rights, management, nutrition, health, and food policy would be selected to be appointed as members of the commission.

They should also have a proven track record in work related to improvement of the food and nutrition rights of the poor. Powers have been delegated to the State government to set the terms and conditions for appointing the chairman and members of the commission.
