State gearing up for marathon UID project

With Aadhaar, a 12-digit number issued by the government, all set to become the single source as proof of identity and residence in India, the state government has begun a pilot project in some areas of the city and suburbs as a prelude to a massive exercise scheduled over the next five months.

Food & civil supplies department officials have stepped up efforts to reach out to all residents as per the existing database on ration cards ever since the department was appointed registrar for phase-I of UID enrolment. The exercise would be carried out in Adilabad, Ranga Reddy, Hyderabad, East Godavari, Srikakulam, Anantapur and Chittoor districts.

"As of now, 60 enrolment stations have been set up in Sitaphalmandi area under Circle IX in Hyderabad where a resident's demographic & biometric data is being captured. The enrolment set-up includes a computer, the biometric devices and some other devices such as printer.

Another 40 enrolment stations have been established in Kukatpally and other areas in Ranga Reddy district. The enrolment for UID project in the city is satisfactory," said Sanjay Jaju, the commissioner of civil supplies and ex-officio secretary to government, consumer affairs, food and civil supplies department and registrar for phase-I of UID project. Jaju said his colleagues were trying to ensure that the collection of demographic data was done correctly by following the prescribed verification procedure to check the identity and address of the residents. "As per the defined standards, the residents have to produce proof of identity/ address documents for scrutiny/ verification by the registrars or their authorised representatives," he said.

"For residents without documented proof of identity/ proof of address, to enrol them for Unique ID number, a system called 'Introducers' is being adopted. These "Introducers" will be first enrolled for generating Aadhaar to them. These Introducers have a crucial responsibility while introducing persons known to them and any wrong or fraudulent introduction will lead to penal action," Jaju pointed out.

The primary list of Introducers for phase-I includes MPs, MLAs, MLCs, elected representatives of zilla parishads, mandal praja parishads, gram panchayats, municipal bodies and urban local self-government institutes, all gazetted officers of state and central governments, concerned mandal revenue inspector of the area, village revenue officer of the concerned village, postmen in their respective jurisdiction with the concurrence of postal department, authorised representatives of reputed NGOs and civil society outreach organisations to cover the homeless, street children, beggars and such disadvantaged sections of society.

Jaju said the whole exercise would go full-steam from November 1 soon after the dispatch of necessary hardware to all the designated enrolment stations in these six districts.

"Things are pretty positive and we plan to enrol at least three crore residents for th UID project by March next," he added.
