State government urged to improve child sex ratio

The Campaign Against Sex Selective Abortion (CASSA) has submitted a memorandum to political parties and the State government seeking steps to improve the child sex ratio and sex ratio at birth.

Representatives of the CASSA, Human Rights Foundation and Centre for Child Rights Development, met mediapersons here on Tuesday to explain their demands. “In 2001, the mortality rate for girl children was high in 11 districts. Despite the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act, as of 2008, the mortality rate for girl children was high in five districts, said M. Jeeva, CASSA core team member.

While the natural sex ratio at birth is 952 girls for 1,000 boys in 12 districts, there was a decline between 2001 and 2008. While in 2001, only 390 primary health centres recorded a ratio of less than 900 in 2008, 447 PHCs had a ratio of below 900, the members said.

In the past 10 years, in roughly half the primary health care centres in the State, the ratio of male to female babies has been less than 953. In 33 per cent of the PHCs the sex ratio has been less than 900. The representatives also said few among the 4,560 scan centres ensured that the mandatory Form F was properly filled. Thus details about the reason for the scan and the findings were never known, said Then Pandiyan of CCRD.

The representatives said they had visited 600 centres in 16 districts and submitted their report to the Directorate of Medical Services. According to them, many centres have not put up a board warning that learning the sex of the foetus is prohibited. Mr. Jeeva said, “So far 72 cases have been booked in the state but no doctor has been punished.”

CASSA wants the monitoring board set up by the State 18 months ago to hold meetings as proposed once every two months. The district-level committees, with the Collector as the head and with the joint director, Health (usually a doctor), as the member, should meet every month and submit its report to the collector.

The members felt that assisted reproductive technologies that have resulted in a mushrooming of fertility hospitals also practise sex selection but there is no regulation to curb such practice.

The members have sought inclusion of sex ratio at birth and the infant mortality rate-gender differential among the vital health indicators at the national level. This would ensure that the child sex ratio and sex ratio at birth improve favourably for girl children. They also want all vital statistics related to births, deaths, infant mortality of PHCs published in the media.
