State information panel to hear RTI denial cases on camera by Ravi Dayal

The State Information Commission (SIC) will hold court to dispose appeals against principal information officers (PIOs) for denying information under the Right To Information (RTI) Act through videoconferencing from its Patna office from July 28.

The SIC's videoconferencing facility would be inaugurated at the SK Memorial hall on July 28. The new facility would save at least three days and the disposal of the case would be instant, state information commissioner Ashok Kumar Chaudhary said and added that the appellant and the PIO concerned would not have to come to Patna. "It's also a cost-saving move," he said.

Addressing a press conference on Tuesday, Chaudhary said a helpline of the SIC is being created, as desired by the chief minister, for entertaining the complaints under the RTI Act. The helpline would be monitored by the DGP and the home secretary.

He said the SIC since its constitution received more than 53,000 appeals out of which 49,000 appeals were disposed of. The CIC's orders imposing fine on PIOs for denying information to applicants have now prompted the PIOs to dispose of the applications seeking information under the RTI Act in time. "The disposal rate at the PIOs' level has bettered to more than 80% and only around 15% applicants go in appeal," he said.

Altogether 53 PIOs have been selected for felicitation for their commendable job in disposing of RTI applications. The selection was made by a five-member committee headed by Chanakya National Law University VC P Lakshminath.

Chaudhary said an essay competition on "Right to Information: Transparency and Responsible Government" was held recently to create awareness among the people, especially the youth, about the RTI Act. As many as 152 entries were received and six of them were awarded.

To a query, Chaudhary said the SIC cannot review its order. Only the high court has the powers to review an SIC's order.
