The state government has strongly opposed the land acquisition bill proposed by the Centre, claiming that the rehabilitation cost of development projects will go up by at list four times if the provision in the bill comes into force.

The government has stated that the monetary compensation given to the landholders would be higher than the profit from the project.

Comparing the existing expenditure for land acquisition and rehabilitation with that of the proposed bill, the state government has claimed that the project cost of Shai water project in Thane will rise to Rs784.09 crore from the existing Rs197.96 crore.

Likewise, the project cost of Goshikhurd irrigation project in Nagpur will go up to Rs53.64 crore from Rs15.74 crore and Paras Thermal Power Project will cost Rs 31.77 crore from the current Rs8.57 crore.

The note was put up by the industries department before the state cabinet.

Opposing the provision of consent of at least 80% of the project-affected families in the bill, the state government has suggested to bring it down to 51% for government projects. The bill does not allow the government to acquire fertile land for any project.

Though the bill suggests that the compensation amount for the land acquired in urban areas will not be less than that of the double the market rate, the state wants it replaced by transferable development rights (TDR) instead of the monetary compensation.

Likewise, it has also turned down the provision of allotting one acre of land in the developed area if the land is acquired for irrigation project.

The bill has proposed free compensatory land for rehabilitation if the land is owned by tribals. But the state government has turned down the provision for laxity of land. The state also wants to prohibit farmers from moving to appellate authority after they have been paid the compensation for the land acquired for projects.

A senior officer from the industries department said some of the provisions in the bill are next to impossible at least in Maharashtra in the wake of rapid urbanisation and subsequent rise in the prices of the land. “If the bill comes into force, it will hamper development projects as the rising cost make them unviable,” he said.
