State seeks Rs 559cr for houses-Bibhuti Barik

Bhubaneswar: The housing and urban development department of the Odisha government has submitted a proposal of Rs 559 crore to the Centre for construction of houses in the Phailin and flood-ravaged Berhampur city.

While the department has sought assistance of Rs 313 crore under the Rajeev Awas Yojana for rebuilding houses for the 13 seriously affected localities inhabited by slum dwellers, Rs 246 crore has been sought to provide sewerage, roads, street lights and water supply for other areas which were devastated by cyclone Phailin and the subsequent floods.

Deputy secretary of the housing and urban development department Anjana Panda said: "Berhampur, which is also the business hub of the entire south Odisha, was devastated by the cyclone. Moreover, the severe flood triggered by another low-pressure system over the neighbouring Andhra Pradesh coast caused another blow. The present plan will take care of the people who were badly affected by these natural disasters."

Seshadeb Maharana, a resident of Bhimrao Peta in Berhampur, said: "The re-building plan of houses for the urban poor should be on top of the priority list as these are the people who contribute towards the economy of the city through their work. The state government should co-ordinate with the Centre for early implementation of the work."

According to an estimate by the Odisha government, there are 162 slums in the city, of which 158 were affected by the twin calamities. Thirteen of them were completely damaged. Of the 1,25,171 persons living in the 162 slums, 1,19,000 were affected. Of the 29,572 houses, 25,000 were damaged.

A total of 5,633 houses were completely destroyed.

Under the provision of Rajeev Awas Yojana, people who had lost their houses completely will get new houses. The infrastructure development of the rest of the affected people will be taken up under the Informal Settlement Improvement Programme.

In the initial phase, areas such as Jhilimili Nagar, Dhoba Bandha Huda, Hanuman Canal, Chandi Street, Kalua Bauri Sahi and Nehru Nagar will be included in the re-building process. Other areas will be included in the subsequent phases.

The re-building plan for the urban poor inside the Berhampur Municipal Corporation will not only be confined to building of dwelling units, but it will also have options to develop infrastructure for the livelihood support and other activities of the communities.

Giving an example, the senior official of the housing and urban development department said: "In Jhilimili Nagar, we want to have sitting arrangements around the water body nearby as the residents of the area are traditional cane weavers. While designing their habitat, we have to take care of their livelihood practices as well."
