Tamil Nadu govt puts a stop to mineral mining

CHENNAI: The Tamil Nadu government, which had suspended mining of rare earth minerals like garnet, ilmenite and rutile along the Tuticorin coast last month following complaints of large-scale illegal mining, on Tuesday extended the ban to Tirunelveli, Kanyakumari, Trichy and Madurai districts.

Chief minister J Jayalalithaa, in a statement, said a team headed by revenue secretary Gagandeep Singh Bedi, who had conducted an inquiry into violations in mining in Tuticorin, would conduct a detailed probe into alleged violations in 71 more rare earth mineral quarries in four other districts. Till the probe is over and government comes out with a detailed policy on mining of rare earth minerals, no quarry would be operated in the state, she said. About 10 companies were involved in mining beach and river sand for minerals through 81 lease agreements. Rare earth minerals such as garnet and ilmenite are used within India and exported for use in a range of industries including chemicals, paints and sand-blasting equipment.

The TN government has also banned transportation of minerals till further orders. Earlier in the day, Bedi submitted a report to Jayalalithaa on the inquiry conducted against six lessees in Tuticorin. Though the government has not disclosed what the report says, the probe is learned to have confirmed violations of mining norms including excavating beyond permitted area and not leveling or restoring the excavated area, thus causing environmental damage.

The controversy over illegal mining of rare earth minerals came to light following a report sent by former Tuticorin district collector Ashish Kumar to the state government, in which he said one of the lessees, VV Minerals, was violating licence norms. The collector raided VV Minerals premises before he was shifted out of the district. Subsequently, the commissioner of geology and mines also recommended that the government hold inspections in all leased areas.

Officials from revenue, survey, mines, geology and environment department were part of the team headed by Bedi that conducted inquiries at various mines in Tuticorin over the past one month.
