There is a need to set right the ‘national multidimensional poverty index’ framework to capture the true story of deprivation.

The global sustainable development agenda demands that countries measure the population living in poverty and reduce it by at least half by 2030.

So, in order to monitor progress on this critical development indicator, UNDP and Oxford Poverty and Human Development Initiative (OPHI) compute what is called the ‘Multidimensional Poverty Index (MPI)’ for most countries including India. This is published along with the Human Development Index (HDI) in the Human Development Report.

The latest HDR 2021 computes MPIs on 10 uniform indicators, under three dimensions – ‘Health’, ‘Education’ and ‘Standards of Living’.

The methodology is simply about counting populations that are simultaneously or jointly deprived on these basic indicators. Like the standard income or expenditure-based cut-off, MPI applies deprivation (or non-attainment) on the 10 basic human needs, at the individual level.
