The latest attacks on Haryana's dalits show up the state's failure to protect weaker sections

Several laws have been enacted and commissions set up for the protection of scheduled castes and tribes. Yet violence and discrimination against underprivileged communities go on with impunity. The latest in the long list of such incidents took place in Haryana, where over 200 dalit families were forced to migrate from Pabnawa village following attacks on them by upper caste Ror community members. The reason for this mayhem: dalit boy eloping with a Ror girl. They tied the knot last week.

Even as the newlyweds got police protection, dalit families in their village couldn't escape the brunt of upper caste fury. Hundreds of armed men attacked and looted their houses, damaging shops and vehicles. Terrified Dalits have accused the district administration of working in collusion with the Ror community. Though the police have arrested some people, the couple has refused to return to their homes. The large-scale village exodus shows dalits' utter lack of faith that the administration will ensure rule of law and book the perpetrators.

There's a larger context in all this. Over the years Haryana has acquired notoriety for its regressive social practices. The self-immolation by a rape victim in Jind and gang rape of a dalit teenager by upper caste men in Hisar last year, for instance, put a serious question mark over the will and efficacy of the government in protecting weaker sections. In addition khap panchayats have been running amok, issuing murderous fiats against couples marrying outside communally prescribed norms. Good governance entails protecting citizens and enforcing the law in letter and spirit. The Hooda government must reclaim its lost credibility in this regard and immediately bring the guilty to book.
