Farmana, a village in Haryana chief minister Bhupinder Singh Hooda's home district Rohtak, boasts of the cleanest toilets but its social indicators still reflect Haryana's feudal mindset. Its sex ratio is far below the state average. 

A Nirmal Gram awardee for "total sanitation programme", and also holder of the Adarsh Gram status, Farmana has a sex ratio of 648 girls to 1,000 boys — one of the low sex ratios in a state reeling under this menace. 

Haryana has an abysmal sex ratio of 838 girls to 1,000 boys in the 0-6 years group. 

The Nirmal Gram award is conferred by the Centre for "excellent performance in sanitation under its total sanitation programme scheme" after a team ratifies the claims of 100% sanitary toilet coverage for cleanliness and hygiene. 

The Adarsh Gram is a status given to villages for its all-round development by the Haryana government. A village conferred this status is considered a model for the rest of the state. Farmana was given this status in 2008 by Hooda, following a recommendation by local MLA Anand Singh Dangi.

With over 12,000-strong population, of whom around 8,500 are registered voters, Farmana is one of the larger villages of the district and is divided in three gram panchayats. There are 12 anganwadi centres, five government schools and a primary health centre for the villagers who have a collective landholding of 52,000 bighas (about 10,000 acres). 

Civil surgeon VK Govila informed that the village had a sex ratio of 821 to 1,000 in 2009 but it has been falling every month. "The ratio had dropped to as low as 592:1,000 in October. It improved after several clinics were raided in Meham town, about 10 km from the village. A centre carrying out ultrasound tests was also sealed," he said. 

Deputy civil surgeon Kuldeep Kumar, who raided the ultrasound centre maintained that these elements operate clandestinely, even using code words to carry out their sex determination activity.
