UN Climate Change Negotiations 2012: UN secretary general Ban Ki-moon urges industrialised countries to do more-Urmi A Goswami

DOHA: At a time when the reticence of industrialised countries to providing climate finance and reducing emissions is hampering an outcome at Doha , UN secretary general Ban Ki-moon unambiguously called on the industrialised countries to do more. At the same time, the UN top boss made it clear that all countries need to make an effort according to their level ofeconomic development to tackle climate change. 

Negotiators from nearly 200 countries have been working over the past week to address key issues such as finance, technology, emission reduction, adaptation and equity in an effort to craft a global approach to dealing with climate change. Giving a nudge to the ministers and negotiators, Ban Ki-moon called on them to "work together" because even though climate change was "caused by developed countries" "Climate change was caused mostly by developed countries but it now affects us all from Manhattan to Mumbai and the poor those who contribute the least suffer first and foremost," Ban Ki-moon said. 

The United States , which has come under some criticism at Doha , too came in for some attention from the UN boss. The US has made it clear that it will not increase its emission reduction pledge beyond the 17% from 2005 levels it committed to reduce by 2020. reports by the World Bank and the United nations EnvironmentProgramme have warned that without higher emission reduction it would be difficult to keep global temperature rise to 2 degrees. 

"The United States is an important player in climate change, and when President Obama was re-elected I was encouraged that in his victory speech he spoke of climate change. So my message to the United States would be to ask it to work together with the UN to deal with this issue," the UN Secretary General said. 

The UN boss called on the United States to "lead the campaign" to limit climate change "together with theEuropean Union". Ban Ki-moon said that effort should be led by the developed world as it has the most of the resources and technology that is required. He also called on the industrialised countries to provide technological and financial support as many developing countries do not have the capacity to deal with climate change without this support. The UN boss' call could not have been more timely. Developing countries have been asking industrialised countries to put down a firm commitment on the quantum of climate finance that will be provided in the period between 2013 and 2020. 

So far, only the United Kingdom has made a firm commitment. On Tuesday, the UK announced that it would provide 1.8billion euros over the next two years, this is a 40% hike over its contribution to the fast start finance.

There have been serious misgivings about the manner and the amount of funds that the industrialised countries have actually provided as part of the $30 billion promised in Copenhagen as fast start finance in 2009. 

Calling on countries to participate in the effort to deal with climate change, the UN boss stressed that " China and the BASIC countries were doing a lot even without global treaty". Ban Ki-moon specially complimented China on its "smart investments and efforts" and said that "together with China , the other BASIC countries- India , Brazil and South Africa -can play an important role." 

Tthe UN boss' call that climate change should and must be addressed by participation of all countries depending on level of economic development is likely to inform discussion on equity and responsibility as negotiators and ministers work towards a new global regime.
