UNHCR demands inquiry into Niyamat Ansari death

The United Nations High Commissioner for Refugees (UNHCR) has taken cognizance of the killing of MGNREGA activist Niyamat Ansari in Latehar district and requested authorities in India to probe his death as also the death threats issued to rights activist Bhukhan Singh.

The UNHCR urged Prime Minister Manmohan Singh, Union home minister P Chidambaram, Chief Justice S H Kapadia and chairman of the special investigation team, Supreme Court of India, R K Raghawan, to guarantee physical and psychological integrity to Singh under all circumstances and order an immediate, thorough, effective and impartial investigation into the killing of Ansari.

It also demanded that the probe results be made public so that those responsible could be identified. In a general appeal, the UNHCR demanded an end to all harassment and threats to rights activists in India.

The request came in the wake of the recent killing of Ansari by armed activists of CPI Maoists who claimed Ansari acted as a link man among timber mafias, a handful of forest officials and innocent villagers. Claiming responsibility for the killing of Ansari, the Reds had said Ansari was working against the interests of forest dwellers. His refusal to attend a "jan adalat" by Maoists had led to his elimination.

A report was prepared by the Observatory for the protection of human rights, a joint programme by the World Organization Against Torture and the International Federation for Human Rights. The Observatory expressed its deepest concern about the killing of Ansari and urged Indian authorities to prosecute all those responsible and try them before a competent and impartial tribunal.

In February 2011, Ansari had exposed a case of embezzlement worth Rs 2,50,000 (US$ 55,280) from funds meant for MGNREGA in Rankikala. On March 1, 2011, the day before the killing , an FIR was lodged against the former Manika Block Development Officer (BDO) and another local administration staff member suspected to be responsible for the scam. Later, more than Rs 2,00,000 was reportedly recovered from the former BDO.
