The must debated Right to Education (RTE) Act has raised several questions with regards to its overall impact on the education system in the country.

In order to put the Act in the right perspective so that all the stakeholders — schools, teachers, families, parents, children, and civil society —understand its provisions better, the United Nations Children’s Fund (Unicef) and Sarva Shiksha Abhiyan (SSA), Karnataka, will jointly start a campaign withfocus on rural Karnataka.

The Karnataka Child Rights Observatory (KCRO) will act as a facilitator to the entire campaign. “The state draft is being prepared right now and if people find something lacking in the Act, they should voice their opinion and bring it to the notice of the government,” said Vikas Verma, communications specialist, Unicef, Hyderabad.

According to the RTE Act, all schools should provide admission to 25% children from the neighbourhood (a euphemism for underprivileged kids). “Hopefully, the campaign will help dispel several doubts about the act,” saidKP Hanumantharayappa, joint director of SSA, Karnataka.

However, child rights activists working in the field of education of underprivileged children said they don’t fully support the RTE Act.

“The spirit of the Act is right, but there are many drawbacks that need to be addressed,” said Vasudev Sharma, convenor of KCRO.
