Union Cabinet skips Food Security Bill, UPA may go for House route

NEW DELHI: An ordinance to implement the Food Security Act was held back from being placed before the Cabinet on Tuesday as the government deliberated if it should press ahead or still explore other options like a special session of Parliament.

The government had veered around to adopting the ordinance route and the proposal was sent to the cabinet secretariat after law minister Kapil Sibal made a few corrections in the formulation on Tuesday morning.

But the ordinance did not make it to the Cabinet as it was then felt more thought should be given to whether convening a special session or waiting for the monsoon meeting of Parliament will be a better option.

"A political call has to be taken, it may need a little more time," said an official source.

There is, however, a section in government that feels that an ordinance will help Congress claim its authorship of the food security Act that promises to give 5kg of cereals per person to 67% of the nation's population at a subsidized rate.

As the bill is seen to be a key part of Congress electoral strategy and has the strong backing of party chief Sonia Gandhi, an ordinance cannot be ruled out with some ministers saying it has only been deferred due to some procedural issues.

The rethink, which saw the proposal not being put before the Cabinet on Tuesday, seems to have been influenced by a note of caution in view of Opposition parties like BJP and Janata Dal (U) opposing the ordinance.

Sources said the decision will be a collective one keeping UPA partners in the loop. Since BJP has already indicated that it is not opposed to a special session, Congress managers are considering if getting the bill passed in a non-confrontationist manner will be more useful.

Given an increasing sense of urgency in Congress over a legislative logjam that has put several important legislative measures in a limbo, the government has been under pressure to appear decisive. Taking the ordinance route for food security is seen as one such measure, but it is clear the dilemma is not proving easy to resolve.
