Union minister dismayed by MGNREGA projects in state

Union minister of state for planning, science and technology and earth sciences Ashwini Kumar on Saturday expressed his dissatisfaction over the poor implementation of MGNREGA projects in Jharkhand alleging less than half of the households were provided with job cards.

Kumar, on a two-day visit to the state, dwelt most part of his interaction with the media here trying to convince people about the "irrelevance" of the social activist's proposed fast-unto-death from August 16.

Unwilling to accept that his visit had anything to do with the Hazare fast, Kumar said 40% households had been provided with job cards and of which a mere 6% had got 100 days employment which is guaranteed under the law. "This despite the fact that there is no crunch of funds."

In Labda village under Nagri block that Kumar visited, the minister said 19 wells were constructed of which 10 subsided because of non-procurement of lining material and heavy rainfall. "We have decided to reconsider certain provisions of the policy to ensure that the earth work under MGNREGA translates into asset creation in future," he said.

During his two-day stay here, the minister has also plans to visit a few villages in Ramgarh district to verify utilization of Rs 30 crore sanctioned under the integrated action plan for Left wing extremism-affected districts.

Issuing an appeal to Hazare to withdraw his fast, Kumar said the social activist had every right to protest but the Lokpal bill was being discussed in Parliament.

"It (the bill) has not become a law as of now and the bill has to pass through several stages where scope remains for introducing changes," Kumar said describing Hazare's decision to sit on fast as "pre-mature and irrelevant". The minister also asserted that law making was the responsibility of elected representatives of people and an established norm should not be meddled with in parliamentary democracy.

Asked if the Congress considered Hazare's protest in contravention with constitutional provisions, Kumar said any form of peaceful protest was not unconstitutional in democracy. "But when it comes to bringing legislation, no individual can impose his or her solitary point of view over the parliamentarians or Parliament to the extent of coercion," he said.

Ruling out scope of referendum on issues raised by Hazare to incorporate them in the Lokpal bill, Kumar said MPs represent common man and their opinions were considered opinion of the people. "Where comes the question of referendum in that case," he said.
