Untrained staff auditing CAG reports, Montek says -Mahendra Singh

NEW DELHI: With CAG reports on 2G and Coalgate scams hounding the UPA-2 regime, Planning Commission deputy chairman Montek Singh Ahluwalia on Monday said the federal auditor was not equipped to carry out performance evaluation.

While the UPA had targeted CAG for "exceeding its jurisdiction" by venturing into policy domain, Ahluwalia took the fight to another level by arguing that the performance audit carried out by the auditor was not credible as it was done by accountants not trained for the same.

Announcing the joining of Ajay Chibber as head of India's first-ever Independent Evaluation Office (IEO), Ahluwalia said the IEO's function will be different from the CAG whose function is purely accounting.

While mentioning that there was no harm in the government auditor doing performance evaluation, Ahluwalia said, "The CAG's primary work is to evaluate on financial parameters, but when it starts doing performance evaluation, it gets problematic."

The first job assigned to IEO was to evaluate the public distribution system to find out innovative ways to distribute food subsidy as the UPA government gets ready to implement the ambitious food security scheme.

"We have to find more innovative ways to ensure food subsidy reaches the poorest of the poor. The issue is not only of corruption but of wastage also," Chibber said after taking over as director general of IEO.

The IEO will look at both financial performance and outcome performance of government schemes. Chibber said IEO will help in improving the effectiveness of government policies and programmes by assessing their impact and outcomes. The IEO will also be mandated to evaluate projects and programmes under PPP mode.

The IEO will make all findings public and will submit the same to Parliament.

"We can undertake an evaluation based on request made from any central government office, general public or civil society," Chibber said, adding that the office will also evaluate the best international practices and suggest measures to improve India's evaluation process.

He said in India, most subsidies were product based which were very hard to manage and target, while the world had moved to cash transfer and direct benefit transfer.
