UP govt outsourced relief work to communal outfits: Report -Rakhi Chakrabarty

NEW DELHI: A fact-finding team of intellectuals from JNU and Delhi University (DU), hit out at the Samajwadi Party government in UP, alleging it has outsourced relief work for Muzaffarnagar riot victims to Muslim communal organizations like the Jamiat Ulama-i-Hind.

After several visits to riot-ravaged Muzaffarnagar and Shamli districts, the team comprising Dr Mohan Rao and oncologist Dr Vikas Bajpai, and Hindu College professor Ish Mishra released its report on Monday.

The team observed, "Communal community organizations cannot be expected to be credible foot soldiers for secular ideals. The impact of this was evident in the camps. Apart from apprehensions regarding security upon return to their villages, the people also said they would prefer to live amidst the security of their own people."

There is a concerted effort to further communalize the atmosphere, alleged Dr Bajpai.

The state seeks impose a demographic change in riot-hit villages through an affidavit by riot victims that they will not return to their villages if they accept the government"s Rs 5 lakh compensation.

"This has reinforced the terror of communal violence besides driving a schism in the area"s composite culture. Muslims are now being ghettoized in towns and localities dominated by them," the team said.

After visiting riot victims" camps, team members found no "visible presence" of any state agency. "The district administration told us this was in accordance with the state government"s policy. The Shiv Pal Singh Yadav committee set up by the government post-riots recommended all relief be provided through community organizations," the report said.

The team found Jamiat dominated committees "appeared to tightly control what the people said of the arrangements at the camps".

"At the Bassi Kalan camp when residents complained against the government, managing committee members tried to stop them. At camp no 1 at Shahpur, a local maulvi expressed his displeasure when residents complained of the conditions. We were told by families at relief camps that they paid up to Rs 20,000 to Jamiat functionaries for constructing alternative accommodation," the report said.

The team underlined a political motive in UP government"s strategy. "Any astute observer can note that the SP government of UP will now bank on the certifications of the mullahs to clean up its abominable record of a number of communal riots/disturbances in the state during its rule," it added.
