UP govt to launch rural housing scheme today -Neha Shukla

LUCKNOW: The Samajwadi Party government in Uttar Pradesh has made women from poor rural background direct beneficiaries ofLohiaGrameenAwasYojana and has allotted Rs520 crore for the scheme to provide shelter to homeless rural populace of the state, which would be launched today. War widows need not even confirm to the income criteria to be beneficiaries under the scheme.

People who are not yet on the list of BPL survey 2002, and thus not covered under Indira Awas Yojana would get Rs 1.2 lakh for construction of a house. The government has decided to light up these houses through solar lights, and beneficiaries would be given Rs 15,000 for solar lighting. Non-Conventional Energy Development Agency (NEDA) has been roped in for the purpose.

NEDA, besides providing 5-year warranty, would also set up a call centre to solve the grievances of the people in maintaining and operating the solar lights.

The homeless, having a maximum annual family income of Rs 36,000, and not on the list of beneficiaries under Indira Awas Yojana will be allotted a house. Like the rural housing schemes of Mayawati (Mahamaya Awas Yojana and Mahamaya Sarvjan Awas Yojana), Lohia Grameen Awas Yojana will also be implemented by the rural development department. The officials in the department said the Mayawati's schemes meant to provide shelters to Dalits and non-Dalits not on the BPL list 2002 and not covered under IAY provided only Rs 45,000 to a beneficiary to provide a pucca house.

Lohia Grameen Awas Yojana, on the other hand, gives Rs 1.2 lakh to every beneficiary to construct a house. The beneficiaries will have to follow a map in building the house over a minimum covered area of 21.11 square metres. The beneficiaries can change the basic construction design, but building two rooms would be mandatory. The money will move into the nationalised bank accounts of the beneficiaries in two instalments. The second instalment would be released only after 80% of the first instalment is utilised by a beneficiary. The scheme provides for physical verification of residential units made under it.

The villages identified for development under Dr Ram Manohar Lohia Samagra Gram Vikas Yojana would be the first to reap the benefits of the rural housing scheme of SP government. Single women, widows/war widows, differently-abled persons and victims of natural calamities would be given the benefits ahead of others on the list of beneficiaries in all the districts of the state. In case of unavailability of required land, revenue department would provide land on lease.

The beneficiaries will be identified through rapid surveys at the level of the gram panchayats. Later, their details will also be verified by BDOs. In case of any discrepancies found, the cost of the house will be realised as land revenue from the beneficiaries. Action would also be taken against the officers found guilty. The list of the beneficiaries will be displayed at the GP office and public places, villagers will be informed about the list and asked to point out anomalies, if any, that they come across to panchayat officers or village pradhan.
