UP village of 3600 people doesn't exist in government records

Ghazipur: Semraul village in Uttar Pradesh's Ghazipur district is an example of how irresponsible the bureaucracy can be. The population of the village is 3,600 but on paper neither the village nor its inhabitants exist. Due to the negligence of government employees the population of the village on paper is zero.

Village pradhan Sabhajit Singh Kushwaha is struggling to get this glaring error rectified. In this village there are more than 1,900 voters and during the last 11 years three gram panchayat elections and two Lok Sabha and Assembly elections have taken place. However, the 2001 census recorded the population of the village as zero.

The village has 116 BPL card holders and even the ration comes on time. There is also primary school but as officially no one lives in the village, so there is no middle school. 

In October, 2010 when Kushwaha became the pradhan he met and discussed the problem with Uttar Pradesh's then revenue and rural development minister. But the situation has not changed in the last two years. Now Kushwaha has became a citizen journalist to highlight the problem. He first went to the District Panchayat Office to get a clarification.

Kushwaha wants to know why the panchayat fund is not being released but the DPRO has so far refused to give the details, citing the rules. Kushwaha says he will continue his fight as the village is underdeveloped and needs massive government aid.
