UPA may miss highway building target in poll year -Dipak Kumar Dash

NEW DELHI: UPA is likely to miss the target of constructing 20 km of highway per day during the election year, with the latest road transport and highways ministry data showing just 1,183 km has been constructed in the first quarter of the current fiscal.

At the current pace, the per day construction is little over 13.14 km as against 15.7 km in 2012. During 2012-13, 5,732 km highway was constructed.

"We are pushing hard to complete work. But we are aware that land availability and delay in shifting of utilities are adversely impacting work. We have a higher target this year, which we hope to achieve," said highways minister Oscar Fernandes.

Only this week, the ministry told the Lok Sabha that 52 national highway (NH) projects are delayed due to non-availability of land and worst -affected states are Kerala and West Bengal where a total of 14 projects have been delayed.

Fernandes said against an annual target of constructing 3,000 km of NH under NH Development Project (NHDP) till June 567 km was constructed. In the non-NHDP segment, the ministry and its agencies have built about 393 km against a target of 1,296 km.

Under two road building programmes in the north-east and Maoist-affected regions, the ministry has built 123 km between April and June, 2013.

Sources in NHAI and the highways ministry said the data on construction would improve during next months after the monsoon.

Meanwhile, what seems to be hitting the government hard is slow down in awarding of projects as in almost all cases bidders are not coming forward to bag projects. "For us PPP still remains the priority in building roads, but if none comes then why the government should not go for engineer, procure and construct (EPC)," Fernandes said. In case of EPC contracts government foots the entire bill and developers have no risk.
