NEW DELHI: The UPA coordination committee will meet on Monday to consider options to pass the food security bill that includes a special session of Parliament or an ordinance.

The decision to seek the views of allies over the bill was taken by the Congress core group that also discussed the Telangana issue and the recent killings of party leaders in Chhattisgarh.

It is expected that if the allies give the green signal, an all-party consultation can be held around June 7 to explore the possibility of a special session of Parliament for the food bill.

The government is also keen to pass the land compensation bill as the two proposed legislations are seen as key to its political strategy for the 2014 Lok Sabha election.

A special session of Parliament and an ordinance have been discussed in Congress circles earlier too, but the party has been unable get any clear assurances from the opposition about the first option.

A relentless BJP blockade prevented the government from passing the food bill in the budget session. While the bill needs a simple majority, the ruling alliance will need the Opposition's concurrence for a special session.

The bill enjoys bi-partisan support given its populist nature, but the government remains wary of the opposition springing an ambush.

The government has the option of rolling out the food security measures through executive action, but this lacks the sense of permanence and entitlement of a law providing for at least 5kg of cereals per person at subsidized rates for around 67% of the population.

The core committee also debated the Telangana issue in the wake of two MPs and a senior leader crossing over to the Telangana Rashtra Samiti (TRS).

There is a view that a decision on Telangana could be taken some time after the current session of the assembly is over. But the party had seemed close to a decision a month ago, but baulked at the last minute.
