UPA's image hit as corruption, scams rise by Yogendra Yadav

In this Independence Day week, State Of The Nation brings you an exclusive opinion poll across 20 states with 18,000 respondents. Corruption and scams are perhaps the biggest talking point at the moment and have clearly hurt the UPA Government. The results of the CNN-IBN-CNBC-TV18 State of the Nation Poll in association with Forbes India conducted by CSDS confirm what has been suspected - that the UPA's image has taken a hit because of a series of scams.

One of the key political assets of the UPA Government has been that its top two leaders, Prime Minister Manmohan Singh and Congress President Sonia Gandhi, have been widely seen to be above corruption.

The State of the Nation Survey conducted by the CSDS shows that the UPA II Government may be squandering a good deal of this asset. A spate of corruption scandals in high places accentuated by high profile anti-corruption movements have taken a toll on the government's image, especially among the more educated and articulate sections of society.

The national government is perceived to be corrupt: for every one person who believes that it is not corrupt, there are four who think it is somewhat or very corrupt.

Barring states like Karnataka and Andhra Pradesh where the people are fed up with their state governments, people think that the Central Government is more corrupt than state or local governments.

They suspect that the government is shielding those who have stashed black money abroad, disapprove of the midnight swoop on Baba Ramdev and find the government insincere in its handling of the anti-corruption movements.

Anna Hazare and Baba Ramdev enjoy mass recognition, much beyond the TV viewing circles. They do enjoy more support among the non-Congress voters, but there is not much evidence to support the impression that their support lies mainly among the BJP voters.

Of the two, Anna Hazare enjoys much greater credibility; the higher the education the higher his credibility lead over Baba Ramdev.

Unlike what the government and its defenders claimed, the people are more tolerant of the agitational tactics of "street politics" than they were in the past and are for consultations with the movement groups or "civil society" in drafting laws.

This puts in perspective the highly publicised disputes over which Lokpal bill is supported by the people.

If we go beyond the charmed circle of opinion makers or netizens and speak to a representative selection of ordinary citizens, as this survey does across the country, we encounter the brute truth that only one-thirds of Indians have heard about the Lokpal bill or are willing to take sides.

Only one-fourth have an idea of what the bill is about. Of those who have an idea or are willing to take sides, Team Anna wins hands down over the government.

People may not know the difference between the two bills, but they generally trust the anti-corruption crusader more than the government.

Proposal for inclusion of the PM under the ambit of Lokpal finds endorsement even among Manmohan supporters. Extending the powers of the Lokpal to all public officials is also endorsed.

Yet the 'third proposal' floated by NCPRI scores over Anna's bill when it comes to strengthening the existing anti-corruption institutions.
