Ranchi: Jharkhand today logged on to a national grievance redressal system that gives voice to the citizen unable to shake up a lethargic bureaucracy, empowering him with the tools to ensure he is heard by none other than the governor or chief minister.

From his office in Raj Bhavan, Governor Syed Ahmed launched "jharkhandsamadhan.nic.in", a new portal developed by National Informatics Centre (NIC) under the Centralised Public Grievance Redressal and Monitoring System of the centre.

Anyone, i.e. local residents, those living in other states and even NRIs, can lodge grievances against any government department. The portal promises to guide him and ensure he is heard by none other than the governor, chief minister and deputy commissioners, too.

Once an individual lodges a complaint, it will land in the inbox of nodal officers of various government departments or institutions like Raj Bhavan or chief minister's office.

The nodal officer would then go through the complaint and send it to the officer concerned, who will then move to resolve it, keeping the nodal officer informed through e-mails.

The nodal officer can thus monitor the number of complaints resolved on any given day.

"Technology is changing society and now Jharkhand residents can lodge their complaints on the portal sitting at home. I hope this new portal helps us solve the problems of the people and give them an effective administration," Ahmed told officers who had gathered at Raj Bhavan for the launch.

For Jharkhand, this will be the second such initiative geared to citizens' welfare. Now, www.aapkisarkar.com, a renamed avatar of www.apkacm.com launched by former chief minister Arjun Munda, has also logged unexpected gains for aggrieved residents who have seen results after having lodged complaints regarding varied issues like eve-teasing and corruption in PDS.

With today's launch, Jharkhand becomes the seventh state to log on to the centralised public grievance redressal system. The others who preceded it are Haryana, Odisha, Rajasthan, Mizoram, Meghalaya and the Union territory of Pondicherry.

"There is an in-built system in the portal which will enable us to send an SMS alert and an e-mail to the complainant after he/she lodges a complaint. The head of a government department can also see how many complaints came and how many were addressed," explained P. Alfred, director (technical) of NIC, who flew in from Delhi for today's launch.
