Upset over CBI raid, UP health scam accused ‘shoots self’

An engineer accused in the UP National Rural Health Mission (NRHM) scam was found shot through the head in his Lucknow home this morning. This is the fourth accused in the scam to have died under unusual circumstances.

In an apparent “suicide note” left behind on the living room sofa close to where the body was found, Sunil Kumar Verma, an assistant engineer with the Construction and Design Services of the state Jal Nigam, said he was upset since the CBI, which is investigating the multi-crore fraud in health funds, searched his home on January 4.

He wrote that he had done no wrong and nobody in his family or department should be held responsible for his action. He also said that the estimate of the maintenance of 134 hospitals — irregularities in which he is accused of — was prepared by general manager P K Jain, and that he had only checked it for mistakes.

Verma’s wife Saroj was in the kitchen when he allegedly shot himself with his licensed weapon. His son Vishal, who lives on the first floor with his wife and children, said Verma was being treated for depression for the past two weeks.

The CBI has sought a report from the Lucknow police.

Verma’s colleagues, who were present at the hospital where his body was taken, declined to talk about his death. Chief Minister Mayawati’s secretary Navneet Sahgal is the chairman of UP Jal Nigam.

The case against Verma was registered on January 2. His co-accused include former family welfare minister Babu Singh Kushwaha, construction and design services director P K Bhukesh, chief general manager Bharat Singh, general manager P K Jain and project managers B M Srivastava and Katar Singh.

All these officials have been questioned and have had their homes searched, but Jain is the only one to have been arrested. CBI spokesperson Dharini Mishra said Verma, who was promoted to his current post two months ago, was questioned during the preliminary inquiry, but not after the case was lodged against him.

The agency has reportedly found that Verma was one of the officials involved in taking decisions for procurement of building material, furniture, electrical and electronic goods for 134 hospitals for a contract, worth Rs 13.4 crore, awarded by the State Health Society.

The Jal Nigam sourced the supplies from Ghaziabad-based firm Surgicon Medi Equip Pvt Ltd and Lucknow-based Modern Interiors and Ankur Goods & Parcels. The firms did not fulfill the criteria, and had submitted bogus documents to show that they were eligible, sources said.

The material supplied to the hospitals was found substandard, and the irregularities caused a loss of about Rs 5.46 crore to the exchequer, the sources said. Verma leaves behind his wife and two sons.
