Urban poor can’t sell flats for 15 yrs by Atul Mathur

Economically weaker urban sections, entitled to get flats under the Rajiv Ratan Awas Yojana, will now not be able to sell their houses for at least 15 years after the allotment.

Senior Delhi Urban Shelter Improvement Board (DUSIB) officials have said they have worked out a plan to ensure that slum-dwellers who get subsidised houses under the scheme live in them.

The Rajiv Ratan Awas Yojana is the urban counterpart of the Indira Awas Yojana, a component of the Bharat Nirman project.

Officials said they would not only be taking the biometrics (impressions of the thumb, etc) of allottees but would also make it mandatory for the beneficiaries to be present in the bank financing the purchase at least once in six months.

The government will relocate 125,000 slum-dwellers in 100 clusters over the next two years. Those living interrupted in any of the 100 clusters since April 2002 will have to pay Rs 60,000 each, while those who lived between April 2002 and March 2007 will shell out Rs 1.22 lakh.

The remaining cost of the Rs 4-lakh houses will be borne by the government of India (under the Jawaharlal Nehru National Urban Renewal Mission), the Delhi government and the land-owning agency.

“Since the houses will be highly subsidised we would want the beneficiaries to live in them. We will preferably execute the titles in the name of the woman of the house,” DUSIB chief executive officer Chetan B Sanghi said.

Sanghi said the food and civil supplies department, Delhi police and electoral office were verifying the applications submitted by slum-dwellers.

“Those who are living in the clusters but are not entitled to houses under the scheme will be provided temporary accommodation for six months,” Sanghi said.

DUSIB officials said they had acquired substantial land.
