Vasectomy link to cash -Piyush Srivastava

Lucknow: Puran Sharma needed cash to take care of his family's daily expenses. So he went to a health camp and got a vasectomy done.

The 45-year-old day labourer returned home on Friday richer by Rs 2,000, though the money didn't come in 20 hundred-rupee notes as he had hoped it would. The amount would be transferred to his bank account.

If Puran was a tad disappointed, the Uttar Pradesh villager didn't show it. "Yes, I wanted cash but, in any case, I have earned Rs 2,000," he told this newspaper from Aligarh, 350km from Lucknow.

Puran's story appears to be a direct fallout of the central government's demonetisation drive that has left ordinary citizens short of cash. District officials said 176 people in Aligarh district underwent the sterilisation surgery between November 9 - the day after the Centre announced that it was withdrawing the old Rs 500 and Rs 1,000 notes - and November 26.

That is nearly twice the number of people who opted for vasectomies - 92 - in the district in November last year.

But it's also true that those who have been going for vasectomies - a central government scheme open to below poverty line people - have not been paid in cash for at least the past two years.

The money - Rs 2,000 for vasectomies and Rs 1,400 that a woman gets for opting for a tubectomy - is being transferred to their bank accounts.

Puran, however, made it clear that it was the government's demonetisation decision that had made him visit the health camp on November 25. "I didn't get any work since November 9 because the rich people in my village, Mehraula, stopped spending smaller notes and also got busy exchanging their (old) Rs 500 and Rs 1,000 notes," he told this paper.

"Then someone told me I would get Rs 2,000 in cash if I agreed to go for a vasectomy. So I went to the local Primary Health Centre on Friday, where it was done," Puran said.

Puran, a father of two sons and a daughter, also claimed he wouldn't have visited the health centre if he had managed to find work. "I am a day labourer who works in farms. But there is no work and I need to run my family," he said.

An officer in the Uttar Pradesh government's family welfare department in Lucknow said Puran's surgery could be presented as a "case study" to indicate that demonetisation was directly affecting the lives of the poor.

"The Centre has linked the drive with the fight against black money and corruption. But Puran's case is a clear example to prove that the poor are being adversely affected," the officer, who asked not to be named, added.#Dr Rahul Sharma, in charge of the health centre where the day labourer was operated upon, said Puran had not been promised any cash. "He has three kids. So we convinced him to opt for a vasectomy. We also told him the money would be transferred to his bank account. We never told him we would give him cash in 100-rupee notes," he said.
