Village residents in Kadur taluk join hands to settle water disputes-Sathish GT

Elders devise a system to share water among arecanut farmers

Disputes over sharing of water from Bukkarayanakere were common among arecanut growers in Doddabukkasagar of Kadur taluk until around 40 years ago. A few senior citizens came together in the early 1970s and decided to resolve them forever by devising a new system, according to which water is released periodically to all farmers.

Now, disputes over water are unheard of in the village. Their unity is paying off too. When many other tanks in the taluk dried up this summer, Bukkarayanakere had enough water for fields.

B.V. Rajashekhar, president of Sri Siddeshwaraswamy Kere Balakedarara Sangha, said: “Canals were laid from the tank to fields. The sangha appointed a man to look after the periodic release of water. Tail-end users get the first priority. A farmer can draw water for three hours an acre. It takes 20 days to complete one round,” he said. The sangha informs farmers a day in advance about their turn to draw water from the main canal. If they miss the chance, they will have to wait for the next round.

“If any farmer draws water for more time than the allotted time or obstructs its flow, the sangha's executive body will fix a penalty. We have put penalty on a few occasions. Nobody has refused to pay it,” Mr. Sathish, secretary of the sangha said.

The sangha collects Rs. 300 an acre from farmers to provide water. When this system began, they had collected Rs. 10 an acre.

Around 40 families in the village have arecanut plantation spread over 300 acres. The total tank area is 76 hectares and storage capacity is 0.08 tmc ft. Water is drawn between December and June every year.

The State government too encouraged them by taking up concrete lining of canals under the Jala Samvardhana Yojana, a World Bank-sponsored programme. The project cost was Rs. 34 lakh.

The sangha contributed six per cent of the total cost, besides another six per cent in the form of providing labour. S.B. Nagaraj, Executive Engineer, Minor Irrigation Department, said the people's response had been good in the implementation of the project. “They appointed the contractor, regularly reviewed his quality of work and ensured its completion according to their requirement,” he said.

The source of water has not diminished because the villagers de-silt the tank bed regularly. “Our people removed the silt all these years. Last year, we got government funds for de-silting,” Mr. Prakash added.
