                            <p align="justify"><font ></font></p><p align="justify"><font >The shortage of migrant labour for paddy transplantation in Punjab has started telling on the symbiotic relationship between farmers and labourers, with the money factor apparently driving a wedge between them. </font></p><p align="justify"><font >The strain in relations came to the fore in Herike village on Sunday when the farming class announced a social boycott of labourers for seeking enhanced rates for trasplanting paddy. Though the village sarpanch admitted that he had asked farmers not to employ labourers at wages more than those fixed, he said no social boycott call had been given. TOI had highlighted few days back how the farmers were pampering the labourers with offers of television and better acommodation. The catalyst for the divide was a decision by some farmers on Sunday to pay the farm-hands Rs 1,200 per acre for transplanting paddy. </font></p><p align="justify"><font >Reacting to this, the villagers decided to levy a fine of Rs 10,000 on any farmer employing labourer for more than Rs 1,200. It was also decided not to allow any Dalit labourer to work in their fields if they did not agree to work for Rs 1,200, said a farmer. Another villager said the farmers used the Gurdwara public address system to announce the social boycott of labourers. </font></p><p align="justify"><font >Angry labourers too hiked their rates, saying they could charge Rs 2,500 per acre, and anyone found working for less could be penalized. <br /></font></p>

                            <p align="justify"><font ></font></p><p align="justify"><font >The shortage of migrant labour for paddy transplantation in Punjab has started telling on the symbiotic relationship between farmers and labourers, with the money factor apparently driving a wedge between them. </font></p><p align="justify"><font >The strain in relations came to the fore in Herike village on Sunday when the farming class announced a social boycott of labourers for seeking enhanced rates for trasplanting paddy. Though the village sarpanch admitted that he had asked farmers not to employ labourers at wages more than those fixed, he said no social boycott call had been given. TOI had highlighted few days back how the farmers were pampering the labourers with offers of television and better acommodation. The catalyst for the divide was a decision by some farmers on Sunday to pay the farm-hands Rs 1,200 per acre for transplanting paddy. </font></p><p align="justify"><font >Reacting to this, the villagers decided to levy a fine of Rs 10,000 on any farmer employing labourer for more than Rs 1,200. It was also decided not to allow any Dalit labourer to work in their fields if they did not agree to work for Rs 1,200, said a farmer. Another villager said the farmers used the Gurdwara public address system to announce the social boycott of labourers. </font></p><p align="justify"><font >Angry labourers too hiked their rates, saying they could charge Rs 2,500 per acre, and anyone found working for less could be penalized. <br /></font></p>

                            <p align="justify"><font ></font></p><p align="justify"><font >The shortage of migrant labour for paddy transplantation in Punjab has started telling on the symbiotic relationship between farmers and labourers, with the money factor apparently driving a wedge between them. </font></p><p align="justify"><font >The strain in relations came to the fore in Herike village on Sunday when the farming class announced a social boycott of labourers for seeking enhanced rates for trasplanting paddy. Though the village sarpanch admitted that he had asked farmers not to employ labourers at wages more than those fixed, he said no social boycott call had been given. TOI had highlighted few days back how the farmers were pampering the labourers with offers of television and better acommodation. The catalyst for the divide was a decision by some farmers on Sunday to pay the farm-hands Rs 1,200 per acre for transplanting paddy. </font></p><p align="justify"><font >Reacting to this, the villagers decided to levy a fine of Rs 10,000 on any farmer employing labourer for more than Rs 1,200. It was also decided not to allow any Dalit labourer to work in their fields if they did not agree to work for Rs 1,200, said a farmer. Another villager said the farmers used the Gurdwara public address system to announce the social boycott of labourers. </font></p><p align="justify"><font >Angry labourers too hiked their rates, saying they could charge Rs 2,500 per acre, and anyone found working for less could be penalized. <br /></font></p>

Wage ceiling sours farmer, labour ties by Neel Kamal

The shortage of migrant labour for paddy transplantation in Punjab has started telling on the symbiotic relationship between farmers and labourers, with the money factor apparently driving a wedge between them. The strain in relations came to the fore in Herike village on Sunday when the farming class announced a social boycott of labourers for seeking enhanced rates for trasplanting paddy. Though the village sarpanch admitted that he had asked farmers not to employ labourers at wages more than those fixed, he said no social boycott call had been given. TOI had highlighted few days back how the farmers were pampering the labourers with offers of television and better acommodation. The catalyst for the divide was a decision by some farmers on Sunday to pay the farm-hands Rs 1,200 per acre for transplanting paddy. Reacting to this, the villagers decided to levy a fine of Rs 10,000 on any farmer employing labourer for more than Rs 1,200. It was also decided not to allow any Dalit labourer to work in their fields if they did not agree to work for Rs 1,200, said a farmer. Another villager said the farmers used the Gurdwara public address system to announce the social boycott of labourers. Angry labourers too hiked their rates, saying they could charge Rs 2,500 per acre, and anyone found working for less could be penalized.
