New Delhi: Four years after the Muzaffarnagar riots, a survey by Amnesty International and NGO Afkar India Foundation has found that at least 200 families from some of the worst-hit pockets were left out of the compensation.

The then Samajwadi government of Uttar Pradesh had declared that each of the 1,800 displaced families from the nine worst-affected villages would get Rs 5 lakh. Between August 2016 and April 2017, the researchers from Amnesty and Afkar visited 65 families in 12 camps and found the 200 families from these hamlets had not even been counted for the compensation.

Over 60 people were killed in the riots that also left more than 50,000 homeless. Most are now resettled in 28 camps in Muzaffarnagar and 37 in nearby Shamli.

"Many families were denied compensation because the state clubbed several households into one unit. These were people who lost everything, some up to Rs 10 lakh in assets. They had to start from scratch...The then Samajwadi government was scared (of political rivals) when it was questioned over the unprecedented compensation and did not do enough to ensure people actually received it," Afkar director Akram Chaudhary said after releasing the report.

Several victims were present today. Yamin Hamid, 65, narrated his experience about a series of futile visits to revenue officials, only to be told the compensation "had been credited to his father" - who died in 1985. "After one and a half years (of running around), I fell ill. I couldn't take it anymore," said the native of Fugana, among the worst-hit villages.
