Repayment of all cooperative crop loans to be staggered

The State government on Tuesday announced in the Legislative Assembly that there would be waiver of land revenue collection in all the 123 drought-hit taluks encompassing 24 districts of the State, with immediate effect.

Chief Minister D.V. Sadananda Gowda, replying to a discussion (initially sought to be taken up as an adjournment motion) on the drought which was brought on by deficient rain during both the southwest and the northeast monsoons, said the collection of land revenue will be immediately stopped and the repayment of all cooperative crop loans will also be staggered . Short-term loans will be converted to medium-term and the medium-term loans to long-term. The Government has already announced a zero per cent interest on crop loans up to Rs. 1 lakh, which will be applicable in the ensuing financial year.

Dissatisfied with the reply given by the Chief Minister, the entire Opposition in the Legislative Assembly staged a protest saying that the drought-relief efforts spelled out by the Chief Minister would not suffice, more so since there were still two months to go before the monsoon. The Opposition felt that the lack of seriousness of the government would result in more farmer suicides.

Mr. Sadananda Gowda said the State government had adequate funds to tackle the drought and district officials had been instructed to sink borewells wherever there was a short supply of drinking water.

Crop loss

Although the crop loss has been estimated at around Rs. 4,850 crore, the State Government has sought a drought relief of Rs. 2,605 crore from the Centre. Of a total of 74 lakh hectares on which agricultural operations commenced during the kharif season, crops on nearly 22 lakh hectares were affected due to deficient rain. This was repeated during the rabi season with 12.12 lakh hectares being affected of a total of 36 lakh hectares.

The Chief Minister said control rooms have been commissioned in all the drought-affected taluks with the sole intention of providing quick relief to the affected people.

“We have adequate fodder stock to last another 20 weeks and two fodder stations have been set up in Gadag and Chamarajanagar districts,” he said.

Energy Minister Shobha Karandlaje said the second unit of the Udupi Power Company will be commissioned in about two months following the clearance given by the Supreme Court to draw transmission lines. The apex court has laid out certain conditions for completing the balance of 33 km of transmission lines (in the Western Ghats) and all the conditions would be complied with. Nearly 3,000 people were presently employed to complete the works relating to the construction of transmission towers and drawing of power lines.

At present, the power availability in the State was adequate although there was short supply in some regions which largely had to do with lack of appropriate electricity sub-stations or transmission lines, she said.
