A committee set up to go through cartoons used in NCERT textbooks in the wake of a controversy over one involving B.R. Ambedkar is learnt to have supported their use as learning tools but asked for guidelines to choose the right ones.

The six-member panel headed by Sukhadeo Thorat, chairperson of the Indian Council of Social Science Research, yesterday submitted its report to Parvin Sinclair, director of the NCERT.

A member of the committee told The Telegraph the panel had supported the use of cartoons but urged the NCERT to frame guidelines on what was “appropriate” for the Class IX-XII age group.

The committee had been set up after parliamentarians cutting across political lines protested last month against the use of a decades-old cartoon in a Class XII political science text that depicted Jawaharlal Nehru purportedly whipping B.R. Ambedkar to hurry him up with the Constitution.

Human resource development minister Kapil Sibal immediately asked the NCERT to remove the cartoon and set up a review committee. The committee was asked to go through all cartoons used in social science and political science textbooks for Classes IX to XII.

These books were prepared by a panel of experts and approved by a national monitoring committee co-chaired by eminent academics G.P. Deshpande and Mrinal Miri.

The Thorat committee member said the panel had examined cartoons, illustrations and other contents in the six political science and social science textbooks to identify anything that could convey a negative meaning or hurt the sensibilities of any group.

“Some cartoons/questions/captions/statements were found to be ambiguous. It appeared that in some cases cartoons were overused and were not relevant to the texts. Some chapters/illustrations were outdated and require updating,” the member said.

The NCERT texts assume that all teachers are well trained and intellectually advanced, but this is not always the case, the member added.

The committee felt cartoons were excellent learning tools, the member said. “However, there has to be guidelines on what sort of cartoons are appropriate. ”

The committee, the member added, felt that politicians shouldn’t be allowed to use school textbooks as a political instrument. “We have to tamper-proof our textbooks from political whims and fancies,” the member said.

Professor Deshpande, who co-chaired the committee that had approved the Class XII textbook with the Ambedkar cartoon, refused to comment on the Thorat panel’s report. “I do not want to comment … since I have not read the report. But we had done a thorough scrutiny of the cartoons while approving the textbooks,” he said.

The President has approved the nomination of Mrinal Miri as a member of the Rajya Sabha. The nomination of former attorney-general K. Parasaran has also been cleared.
