Webcasting in 2011 assembly elections by Swati Sengupta

Webcasting is the newest technology the state election department adopted for the 2011 Assembly polls. In fact, Bengal is the second state in the country, after Bihar, where the webcasting technology is being used for the elections.

The technology enables live feeding of recordings of the inside of booths through internet connection. Live recording of voting procedure is thus directly loaded and can be seen by officers at the state election office as well as those in Delhi's Election Commission office.

The idea behind webcasting is that it would prevent troublemakers from creating any problem in the booths that are being webcast because everything is recorded — which makes it easy for police to intervene immediately, and it is also easy to identify those behind causing the trouble.

In West Bengal though, a newer element was added to the webcasting technology this time — it was not only available for the officers for viewing, but anyone could watch in live on the website of the state chief electoral officer.

This however, met with partial success. Mid-way into the third phase — when voting was on in Kolkata and its bordering districts, North 24 Parganas and South 24 Parganas, the EC decided to stop the webcasting flow into public domain.

The reasons are not being cited by state election office, but there are hints that the reason is that "everyone should not be able to see what's happening in the inside of booths, because some of the things may not be pleasing, after all".

Some hint that the decision was taken after a window was found open adjoining an electronic voting machine (EVM) enclosure during Phase III polls. The open window was pointed out through webcasting, and then it was closed with a piece of cloth, and the whole procedure turned out to be particularly embarrassing for the EC authorities. It was then that a decision was taken to restrict webcasting only to officers of the EC and state election officers only.
