We'll wait and talk, say ICSE schools

The Management Association of ICSE Schools on Thursday decided to wait and discuss the Right To Education Act Bill with the state government, before approaching court on its implementation.

After a meeting with all ICSE schools on Thursday, Mohan Manghnani, president, Association of ICSE Schools in Karnataka, told TOI that they had decided to approach the Supreme Court only as the last resort. "The association will wait for the state government to call a meeting to discuss the RTE.''

The government has called for objections or suggestions from all the stakeholders and public, regarding the implementation of the RTE. The last date for filing objections or suggestions is August 31. "After the government gets the objections/suggestions, a meeting will be held to discuss it further. We will see what decision the government will take,'' he explained.

When the Centre asked schools to implement RTE, schools argued that there was no clarity on various issues. But what worries them the most is segregation. Schools fear that including 25% of children from the lower strata of society will lead to discrimination.

Added to that were certain clauses in the Act, including providing mid-day meals to this section of students. Some schools also felt that screening was necessary for private schools, but the government feels that any form of screening -- whether testing or interviews -- are not allowed under RTE. Another major concern was getting adequate teachers as the class strength will increase with the implementation of 25%, and providing special training for students who are slow learners.
