While whistleblowers already face death threats, their life is set to become even more difficult -Nayantara Narayanan

The Lok Sabha has passed a bill that requires a complaint to pass some 34 tests before it can be considered by the Competent Authority.

While Vyapam scam whistleblowers Anand Rai, Prashant Pandey and Ashish Chaturvedi continue to face threats to their lives and livelihoods, the Lok Sabha has passed a bill that’s not very encouraging to future whistleblowers. The Whistleblowers Protection (Amendment) Bill 2015, right now due for consideration by the Rajya Sabha, requires a complaint to pass some 34 tests before it can be considered by the Competent Authority.

The amendments allow whistleblowers to disclose information only if it has been obtained through a Right To Information query. The Right To Information Act itself has 10 exemption clauses, listing as many as 32 grounds, that restrict the kinds of information that can be accessed.
