Increase in calorie consumption in rural and urban areas has surprised sceptics who doubted the sharpest fall in poverty seen in the last decade since the 1980s

A long-standing puzzle in the Indian context has been the steady decline in calorie intake over the years despite economic progress. Many have argued that the decline in calorie consumption as seen from the surveys of National Sample Survey Office (NSSO) is evidence of worsening poverty in the country rather than reduction in poverty that successive Planning Commission estimates had shown. The issue is important since all official poverty lines except Tendulkar poverty lines have had some sort of anchoring in calorie nutritional norms. Calorie consumption remains an important tool for tracking nutritional intake and food security of the population, particularly for those at the bottom of the distribution. The decline in calorie intake, while not evidence of rising poverty, does raise issues of why calorie intakes decline even though per capita incomes have been growing.

Several explanations have been offered, which included the changing lifestyle that required low calorie intake to the squeeze in food budget in the wake of rising essential expenditures such as education, health and fuel. The decline in calorie intake as a symptom of worsening or stagnant nutritional indicators also gained credibility because of the slow improvements in the nutritional outcome indicators such as malnutrition among children or the body mass index of adults as seen from successive National Family Health Surveys.
