While the Karnataka government's decision to penalize officers if they delay services is laudable, the penalty itself is too low to act as a deterrent. For instance, an officer in Punjab is fined Rs 500 per day, if he exceeds the stipulated time in delivering service to a citizen, but an officer in Karnataka will be fined a meagre Rs 20 per day. The penalty amount is given to the aggrieved citizen.

In UP, Bihar and Madhya Pradesh, the defaulting officers are fined Rs 250 per day. On November 4, the state cabinet gave its nod to the Karnataka Guarantee of Services to Citizens Act, 2011, to provide time-bound delivery of service to the citizens. It will be implemented after issuing an ordinance.

The state's Bill, which is heavily borrowed from the Delhi version, seems to lack tooth compared to Madhya Pradesh, which first introduced the landmark legislation last year.

The salient feature of the Bill is the penalty for the defaulting officers and incentive for the efficient ones. The state's Bill encourages efficient officers with an incentive of Rs 5,000 per year along with a certificate of appreciation. When it comes to penalizing the inefficient officers, the amount is paltry.

Even in terms of maximum fine, the state is way behind. In MP, an erring officer is fined up to Rs 5,000 while in Karnataka, the fine amount doesn't exceed Rs 500. Even the fine is not levied immediately.

The government will pay the compensation to the aggrieved citizen first and later initiate process to recover it from the officer by giving him sufficient time to explain the delay. The default is not counted as misconduct, and hence does not affect the official's career prospects.
