It seems that the survey to identify the BPL families in the state will be an unending process. Now, the Union Government's plan to start a comprehensive survey of BPL families in the country has affected the state's efforts to complete the survey of BPL families.

Earlier, the state government had to abandon the survey carried out by the Kudumbashree workers in 2008 following widespread irregularities. The government had decided to use the survey results to decide the beneficiaries of the free state insurance scheme in the state. In 2009, it had started another survey and deployed teachers to conduct it.
 
The first survey had put the total number of BPL families in the state at 24 lakh. Then, there were allegations that many deserving families failed to find a place in the BPL list. The present survey, which is nearing completion, is learnt to have included around 31 lakh families in it, but according to the statistics by the Union Government, only 11 lakh families in the state are eligible to get their names included in the BPL list.

Now, the Union Government has decided to bring in new indices to determine BPL families. The National Advisory Committee (NAC) had recommended revisions in fixing the indices. According to its recommendation legal entitlements to subsidised foodgrain should be extended to at least 75 percent of the country's population90 percent in rural areas and 50 percent in urban areas. They also suggested determining priority households eligible for food grain subsidies and other benefits, but the government could not take a final decision on it so far.

Meanwhile, there are reports that the Union Government diluted the proposed changes, but the Union Government has not informed anything to the state government so far.
 
If the former goes ahead with the comprehensive survey, yet another exercise will have to be conducted in the state. Until its completion, there will be difficulties for the deserving people in enjoying the benefits that the BPL category is entitled to.
