Will the govt amend the RTE, ask experts

Even as the Right to Education (RTE) Act is yet to be implemented in schools, and the details are being endlessly debated, experts are now wondering whether the government intends to amend the RTE. Legal experts perceive a change in the way this free and compulsory education for all legislation is mandated. There is pressure on the Ministry of Human Resource Development as well several petitions lined up in the Supreme Court by private schools. The government seems to be buying time in the hope that private institutions will be removed from the purview of the Act, says B. T. Venkatesh, senior counsel, Karnataka High Court. “Going by the lobbying from both educational institutions as well as political parties, I feel that an amendment in the Act will be made ensuring that private institutions will not be under the ambit of the RTE's 25 per cent reservation,” he says. With several schools owned and run by politicians, it's not surprising that there is stiff opposition to the Act. “There are MPs who own academic institutions and do not want them to be brought under the RTE. But it is necessary that the RTE is rolled out as it is, so that the deprived section do not miss the opportunity of getting the best education,” said Brijesh Kalappa, Supreme Court lawyer. Private unaided schools across Karnataka as well as most other states have not received any intimation from the government on their roles and responsibilities under the RTE. The HRD ministry is already considering extending the reach of RTE from Class 8 to Class 10, even though the implementation is yet to begin. Some state governments claim to have rolled out the RTE but experts say that there is still lack of clarity on implementation.
