Wrong report disqualifies 5000 drought-hit farmers' insurance claims by Uttam Mukherjee

At least 5000 farmers of the district's Sadar block will not get insurance claims of their crops that got damaged in drought last year due to wrong assessment report of the officials.

A four-member block-level team comprising block agriculture officer, junior statistics supervisor, block cooperative officer and circle inspector had submitted its report after field assessment in four selected areas, which included four large multi-purpose cooperative society (LAMPS) plots in Lohardaga, Hendlaso, Nadia and Irgaon last year.

Two of the team members the block agriculture officer and junior statistics supervisor had reportedly submitted a wrong assessment, which were not based on facts. They had shown an average production of the paddy crop to be around 2 to 16 kg but the other two members block cooperative officer and circle inspector had shown average production of the paddy crop to be from 5 to 7 kg.

"Since the claims for the insurance against their loss of crops due to drought did not stand due to the varying figures in the report of the assessment team, 4,998 claimants out of total 5,852 insured farmers are disappointed. "We will have to face the wrath of these farmers when the department will start distributing the claimed money against the insurance to the farmers in other blocks," said Paul Sunil Bakhla, the block cooperative officer-cum-secretary of LAMPS of Lohardaga. He said, "The wrong assessment report submitted by the block agriculture officer and junior statistics supervisor is responsible for the dismissal of the insurance claims of the Sadar block farmers."

Farmers in the district are still waiting for the money to be paid to them against the loss of their crop. They are waiting for the insurance company, Agricultural Insurance of India Limited, Srilok Complex, Ranchi, that has recently asked them to open their bank accounts, as the payments have been decided to be made through accounts. At least 29,199 farmers in the entire district had got their crops insured and 23,347 out of them were identified as genuine claimants. The farmers had paid Rs 99 as premium for each acre of their paddy fields.

Following the official direction, the farmer are busy in opening bank accounts.

The Allahabad Bank that started functioning here recently has become the only centre providing assistance to the farmers, allowing them to open their accounts with a minimum balance of Rs 100. "The bank norms normally ask us to open an account with minimum Rs 250 without cheque book faciltiy and Rs 500 with cheque book facility but providing special privilege to the drought-hit farmers they have been allowed to open their account with Rs 100," said manager Sunil Sanjay Kujur. From the opening day, farmers in large numbers are coming everyday. Till now, about 900 farmers have opened their accounts and process for hundreds more still contnues, he added.
