The United Nations Development Programme (UNDP) is facilitating the visits of representatives from several developing countries to witness India's amazing election exercise under South-South cooperation. Representatives from Lesotho, Nigeria, Malaysia and Namibia are already in India and have visited polling booths and electoral offices in various states of India including West Bengal and Karnataka.

The global representatives have learnt valuable lessons about conduct of free and fair elections particularly with the use of electronic voting machines (EVMs). Many countries are in the process of placing orders for EVMs made in India. For example, Namibia has purchased 1,700 EVMs and has ordered 3,400 more from Indian manufacturer Bharat Electronics Limited. In 2013, Namibia had sent a few members from their Information Technology team to familiarize themselves with their functioning. The Electoral Commission of Namibia (ECN) expressed interest in sending a delegation to understand the vote counting process, including the software used at results centres during the announcement of results.

The international delegation was surprised to see the familiarity and comfort of voters with EVMs. They were struck by the convergence of administrative machinery that made such a massive election fair, efficient and largely peaceful. Peaceful election despite low deployment of police personnels at the polling booths amazed many members of the delegation. It is worth noting that elections in India represented a unified effort by multiple agencies and departments, district administrations, municipalities and police and paramilitary forces. Across the nation, 11 million personnel are involved in conducting the largest elections in the world.

The global delegation met transgenders and came to know that the Election Commission of India has included transgender persons in the 'Other' category for voter identity cards, thereby providing them with a separate identity. The aim of the United Nations free and equal campaign is to raise awareness of homophobic and transphobic violence and discrimination and to mobilize people everywhere to stop the violence and stop the discrimination against lesbian, gay, bisexual and transgender (LGBT) people. The Supreme Court ruled that transgender persons have the right to a separate gender identity. The Supreme Court has also agreed to hear a curative petition on Section 377 of the Indian Penal Code.
