An open collision of ideas about global warming at the release of the UNFPA report, “The State of World Population 2009” has generated enough heat to raise the tempers. (See the report’s URL below)

While the Minister of Environment and Forests Jairam Ramesh, who released the report in New Delhi, agreed that the women of the world would be forced to bear the disproportionate burden of climate change, he questioned the wisdom behind connecting green house gas (GHG) emissions with population growth. He also rejected the argument that black carbon was more dangerous than greenhouse gases.

Mr. Ramesh emphasized that GHG emission is related to lifestyle and consumption patterns and not population. Hence, he asked for following a growth trajectory influenced by Gandhian values rather than pursuing the Chinese or American ways of life. He said that India would not agree to a binding commitment to reduce GHG emission during the Climate Change Summit to be held in Copenhagen in December, 2009. 

The central theme of this year’s UNFPA report titled “Facing a changing world: Women, population and climate” is how poor women in poor countries would be the hardest hit by climate change. A majority of the 1.5 billion people living on $1 a day or less are women who are vulnerable to climate change. Research cited in the report shows that women are more likely than men to die in natural disasters as they lack access to education and health facilities at large.

Majority of the poor subsist on agriculture, which is going to be adversely affected by climate change, the report predicts. The report shows that investments that empower women and girls—particularly education and health—bolster economic development and reduce poverty and have a beneficial impact on climate. Girls with more education, for example, tend to have smaller and healthier families as adults. Women with access to reproductive health services, including family planning, have lower fertility rates that contribute to slower growth in greenhouse-gas emissions in the long run.
