Great opportunity for media persons to witness Social Audits in Rajasthan

Taking a leaf out of the Andhra Pradesh’s book, Rajasthan Government has decided to institutionalize social audits for effective monitoring and implementation of the National Rural Employment Guarantee Scheme (NREGS). A part of the Ashok Gehlot-led Government’s commitment is to set up a full time Directorate of Social Audits to ensure regular execution of social audits and their follow ups. The new programme is likely to be launched on October 2, the Gandhi Jayanti, it is authoritatively learnt by im4change team.

Andhra Pradesh is the only state government that has managed to institutionalise social audits in NREGS as a regular process. In the meantime, a team of government officials is leaving for Hyderabad to study the Andhra Model for institutionalized social audits there. In a meeting with citizens groups, it was jointly decided that this process would begin with a District social audit in Bhilwara district of the state where Rozgar Evum Suchna Ka Adhikar Abhiyan (Right to Employment and Information Movement), on invitation from the Government of Rajasthan, is going to hold social audits between 1 October and 12 October, 2009. It is expected that the 12 day exercise involving 2000 people, will help train over 1000 block resource persons from 256 blocks in the state, so that they can go to their respective blocks and begin the social audit process with the right orientation. Apart from this, it is expected that about 250 people from Bhilwara, and about 750 persons from other districts and rest of the states in India are going to participate in the entire 12 day exercise. 

Many groups and non government organisations (NGOs) from other states found it very useful to participate in the District social audit that took place in Dungarpur District in April 2006, where the Mazdoor Kisan Shakti Sangathan (MKSS) played a key role. One of the objectives of the district social audit in Bhilwara is to provide a learning experience while being organically connected, and contributing to an ongoing process at a grassroots level. For this purpose, a large number of volunteer participants are expected to come for the whole 13 day period from the 30th of September to the 12th of October 2009.

Social audit is a statutory requirement under the NREGA, and the NREGA guidelines define social audit “as a continuous process of public vigilance”. There are two kinds of social audit processes mentioned in the NREGA guidelines that will be undertaken in Bhilwara:

a) A concurrent social audit by approximately 125 teams (allocated three panchayats each) that will look at ongoing works, transparency measures, and the overall impact of the NREGA, and
b) A more detailed and intensive post facto social audit, in the gram sabha in one gram panchayat of each of the eleven
blocks in the district.
