A fall in the rate of inflation (on point to point basis) in Consumer Food Price Index (CFPI) from 8.35 percent in July to 5.91 percent in August this year is indicative of the positive developments that has taken place during recent months in the agricultural sector, which is expected to further cool off food prices in the near future.

A document from the Ministry of Agriculture and Farmers Welfare released in September 2016 shows that there has been an increase in the gross area sown under rice, pulses and coarse cereals during kharif 2016-17 vis-à-vis the same season last year.

This agriculture year's kharif cropping season, which is between July and October during the south-west monsoon, has seen a rise by 4.2 percent in total sown area vis-à-vis the same period in 2015-16, as per the latest available data. The total sown area as on 9 September, 2016, as per reports received by the Ministry of Agriculture from various states, stands at 105.4 million hectares as compared to 101.2 million hectares in 2015-16 kharif season. Note: The data on gross sown area under various crops (during kharif) from 2009-10 to 2014-15 has been taken from Economic Survey 2015-16

Since the kharif cropping season (and thus kharif sowing) of 2016-17 agriculture year is not yet over (at the time of writing the present newsalert), the estimates of gross sown area under various crops in this season might further increase over the coming days. .  

The increase in sown area under various crops in the kharif season of 2016-17 could be attributed to the rise in minimum support prices that were declared recently for crops like paddy, coarse cereals, pulses, oilseeds and cotton. Normal to excessive monsoon rainfall received by various parts of the country is another factor, which is responsible for improvement in area sown under various crops during the kharif season as compared to the last year.

The total area sown under pulses during this years’ kharif season has been the highest as compared to the sown area under pulses during the last 7 kharif seasons. It means that the country might see a record production of pulses during the agriculture year 2016-17, if everything goes well. Please check table-1.

Similarly, there has been a marginal increase in the area sown under oilseeds from 18.2 million hectares in 2015-16 to 18.7 million hectares in 2016-17 during the kharif season.

It must be noted that in June this year, the NDA's Cabinet Committee on Economic Affairs decided to give a bonus, over and above the recommendations of the Commission for Agricultural Costs and Prices (CACP), of Rs. 425/- per quintal for kharif pulses, namely Arhar (Tur), Urad and Moong, a bonus of Rs 200/- per quintal for Sesamum and a bonus of Rs 100/- per quintal for other kharif oilseeds namely, Groundnut-in-shell, Sunflower seed, Soyabean, and Nigerseed.

Although the total sown area during kharif season under rice has increased from 37 million hectares to 38 million hectares between 2015-16 and 2016-17, the level at which it stands presently is still lower than what existed in 2013-14 and 2014-15. Please see table-1.

It is worth noting that for paddy (common variety), the MSP recommended during 2016-17 kharif season has been Rs. 1470/- per quintal. The MSP for paddy (common variety) during 2015-16 kharif season was Rs. 1410/- per quintal. Similarly, for paddy (Grade A), the MSP recommended has been Rs. 1510/- per quintal during 2016-17 kharif season. The MSP for paddy (Grade A) during 2015-16 kharif season was Rs. 1450/- per quintal.

From the table-1, it could be observed that there has been a dip in the gross area under cotton production from 11.5 million hectares to 10.2 million hectares between the kharif seasons of 2015-16 and 2016-17.

Monsoon Rainfall

As mentioned earlier, normal to excessive monsoon rainfall in different parts of India is responsible for increased area under kharif cultivation. A document entitled Long Range Forecast for the 2016 Southwest Monsoon Season Rainfall from the India Meteorological Department (dated 12 April, 2016) predicts that the monsoon rainfall during the 2016 monsoon season (June to September) averaged over the country as a whole is likely to be 111% ± 5% of long period model average (LPMA).

The document entitled Current status of south-west monsoon 2016 and forecast from the IMD (dated 8 September 2016), however, shows that for the country as a whole, the cumulative rainfall during this year’s monsoon upto 7 September has been 4 percent below the Long Period Average (LPA).

The same document shows that the cumulative rainfall during the period 1 June, 2016 to 7 September, 2016 in the regions north-west India and central India have been 2 percent and 3 percent above the LPA, respectively.

The cumulative rainfall during the span 1 June, 2016 to 7 September, 2016 in the regions south Peninsula and east & north-east India have been 11 percent and 14 percent below the LPA, respectively.

The chart-1 shows that excessive monsoon rainfall was received by east Madhya Pradesh, west Madhya Pradesh, east Rajasthan, west Rajasthan and Haryana during the period 1 June, 2016 to 7 September, 2016. Deficient monsoon rainfall took place in Himachal Pradesh, Punjab, Kerala, parts of north-east, coastal Karnataka and parts of Gujarat & Daman.     

The chart-2 shows the distribution of cumulative rainfall received by the country from 1 June, 2016 to 11 September, 2016.

According to the Central Water Commission, the live water storage available in 91 major reservoirs of the country for the week ending on 8 September, 2016 has been 108.104 BCM, which is 69 percent of total live storage capacity of these reservoirs. The live storage available in 91 reservoirs as per the 8 September, 2016 Bulletin is 117 percent of the live storage of corresponding period of last year and 97 percent of storage of average of last ten years.
