20% of fatal accidents in Delhi take place at 16 ‘flawed’ flyovers -Somreet Bhattacharya

NEW DELHI: Instead of easing the flow of traffic, as many as 16 flyovers in the city have become major sites of accidents because of faulty design, traffic police said. Nearly 20% of fatal accidents in Delhi occur on these stretches.

Police said most of the accidents take place at the mouths of the flyovers because proper merging (and splitting) distance has not been provided for traffic. These stretches are also not barricaded to prevent jaywalkers from crossing over.

"We have had discussions with civic authorities on how to reduce fatalities on these flyovers by making designs changes and having reflectors. We feel more than one-third of the accidents can be reduced if corrective measures are taken," said joint commissioner, (traffic) Anil Shukla.

According to traffic police data, more than 15% of accidents on these stretches result in fatalities. There were five fatal incidents out of the 22 accidents at the Moti Nagar flyover last year. At 50%, the Moti Bagh flyover saw the highest fatality rate. There were seven life-taking accidents out of 14 recorded at the stretch.

Traffic officials said seven of the faulty flyovers are either on Ring Road or Outer Ring Road. Five of these are in south Delhi and account for three-fourth of the total numbers of accidents that take place at flyovers.

They said the AIIMS and Dhaula Kuan flyovers would also be shortly included in the list of flawed flyovers.

A senior traffic official said a study had revealed the pattern of accidents at these flyovers. In a large number of cases, vehicles collided with concrete railings at the mouth of the elevated stretch after dark due to lack of a nose protection device (a reflective patch that marks the approach to a flyover). The rest were attributed to drunken driving, speeding and poor road engineering.

Road safety experts said most of the roads on which these flyovers are situated also cater to a large number of heavy vehicles, which explains the high proportion of fatalities. They said heavy vehicles have a high momentum while coming down a flyover, which makes them potential hazards for smaller vehicles.

"There should be a study on the hazards of night driving, vehicle standards for night driving, night time enforcement and use of reflective tapes to create road safety environment at dark," said K K Kapila, chairman of the international road federation.
