NEW DELHI: You need an Aadhaar number to buy a phone SIM and open a bank account, but as people rush to enroll, some registration centres in the capital are illegally charging them hundreds of rupees for the service that is meant to be free.

TOI found centres fleecing applicants in many places. In the Lal Kuan area of Badarpur, South Delhi, Laxmi, who earns Rs 150-200 a day selling momos, was charged Rs 200 to update her address and date of birth when the prescribed fee is only Rs 25.

Mohan (name changed), who runs the cyber cafe-turned-registration centre where she applied, was unapologetic: "We are offering you services at your doorstep. Won't I need something to meet expenses of my shop?" Mohan subcontracts for Vishal, an authorised registrar for the area, who was present.

"My shop is a few kilometres away but I have set up my machine here. We have made the card despite severe server problems. Many authorised centres have been shut down," Vishal said, adding, "Had you told us the applicant was poor, I would have sent her over to my authorised shop where work would have been done for free."

As Mohan did not give Laxmi a receipt for Rs 200, the Safai Karamchari Andolan, of which she is a member, was unable to get her a refund. Aarti T, a resident of Jangpura Extension, was charged Rs 500 to get her Aadhaar card made, laminated and posted to her house when the service should have been free. Aarti said she was unaware of the charges and paid whatever the registrar asked for.

"This was a small agency with a shop in Defence Colony's D-Block. Before I submitted my form and gave my biometric details, I was asked to pay Rs 200. Later, I was told that for Rs 300 more the card would be laminated and posted to my address, and I readily agreed. I neither verified their claims nor received a laminated card."
