‘Allow institutions with better capacity to handle food distribution'

Rotting grain violate the sanctity of food and the people's right to it, Navdanya, an NGO, said here on Tuesday.

Criticising Prime Minister Manmohan Singh's statement that distribution of free grain would be anti-farmer, the NGO said that, on the contrary, farmers who were ready to harvest their kharif crop would be hurt if the government did not procure enough because it lacked adequate storage facilities.

“If the government is unable to take up the task of distributing grain to the poor, let it hand it over to mosques, temples, gurdwaras and churches, where the poor are being fed everyday.

“If the government cannot respect the sanctity of food and the rights of people, let institutions that have better capacity, play a bigger role in distribution,” said Vandana Shiva, Director of Navdanya.

According to her the Prime Minister's comment that the government could not distribute free grain to the poor and that the Supreme Court was interfering in policy matters, was misplaced.

“The right to food is at the heart of the right to life. Article 21 of the Constitution obliges the government to protect the right to life of all citizens and it is the Supreme Court's duty to ensure that the government is performing its constitutional duty. No policy can undermine the fundamental rights of the people or the Constitution.”

She said it would come as no surprise if the government was using the crisis of rotting grain to hand over storage to giant corporations like Cargill. By reducing procurement, because there was no storage capacity, the government wanted to favour agri-businesses, she charged.
