Assam announces cash incentive to save daughters -Prabin Kalita

GUWAHATI: Assam chief minister Tarun Gogoi announced a cash incentive to below poverty lines (BPL) mothers who give birth to girl child on Saturday.

This comes after Prime Minister Narendra Modi's "beti bachao, beti padhao" call.

At a function on National Girl Child Day here, Gogoi said his government will introduce the new scheme at the budget session of the assembly beginning March 2.

"We will provide Rs 5,000 to mothers from BPL category who give birth to the girl child so that they can take good care of the newborns. We will have a name for the scheme and it will start from the next financial year," said Gogoi said.

The state already has a scheme for new mothers who get a fixed deposit of Rs 5,000 from the state government on delivery irrespective of the gender of the child.

Modi is giving a special push to save the girl child after the country recorded the worst child sex ratio in the 2011 census which was 919 per 1,000 males between the age of zero and six years. The ratio was 927 in the 2001 census and 945 in 1991.

Along with the country the state's child sex ratio between zero and six years also dipped to 962 in 2011 from 965 in 2001.

According to the government, some of the reasons for neglect of the girl child and poor child sex ratio are preference for sons and the belief that they can perform the last rites. Exorbitant dowry demand is another reason for female foeticide or infanticide.

Small families coupled with easily available sex determination tests may be a catalyst in the declining child sex ratio which has been further facilitated by pre-conception sex selection facilities.

In the NE region, Arunachal has a better child sex ratio while Manipur has the worst. According to the 2011 census, Arunachal Pradesh's ratio of 972 was an improvement from 964 in 2001, while Nagaland's ratio came down to 943 from 964 in 2001, in Manipur it was 957 on 2001 which declined to 936 in the 2011 census. Ratio in Mizoram also went up from 964 in 2001 census to 970 in 2011.

In Tripura it declined to 957 in the 2011 census from 966 in the 2011 census and from 973 to 970 in matrilineal Meghalaya.
