When the PMO was finalizing the direct benefit transfer (DBT) scheme in October using Aadhaar as the basic platform, at least three other agencies suggested they could implement the new plan equally well.

The home ministry's NPR plan prompted the government to divide the work of issuing ID cards in two segments, shrugging off the department of financial services' suggestion that banks and debit cards could be used to transfer the benefits. After all, bank accounts were at the heart of the new subsidy mechanism. Separately, the labour department made a pitch to launch a pilot project to use Rashtriya Swasthya Bima Yojna cards. Finally, UIDAI and the home ministry got the task.

The expenditure department, too, had raised concerns over the UIDAI's ability to cover at least 80% of the population in the identified 80 districts. Since then, at most DBT meets, various agencies have taken divergent positions, reflecting the reluctance of each entity to loosen its grip over its turf.

Finally, Pulok Chatterjee, PM's principal secretary, backed UIDAI and said it'd step up efforts to cover 80% of the population in the identified 50 districts so that DBT could be launched on January 1. But even in mid-February, the population is yet to be covered. "UIDAI doesn't have the capacity to deal with the scale at which DBT is to be launched," an official said. Why did PMO back UIDAI? Officials reckon the PMO had no choice as the PM had got the government to set up the agency and roped in Nandan Nilekani to head it after returning to power in 2009. Later, the home ministry brought NPR, citing security concerns. Citizens are paying for this tussle.

Even now MHA officials say the Resident of India Card would be better for disbursing subsidies. "RIC — which will be a proper ID card, unlike Aadhaar, which is only a number — may be better suited for disbursing benefits as the registrar-general has data linking each individual to a household," said an official.
