Big Forensic Science Laboratory backlog hampers probes

NEW DELHI: The Forensic Science Laboratory (FSL) at Rohini has begun a fresh round of recruitments. That may help in clearing the huge backlog of cases here which hampers investigation and delivery of justice.

There were 8991 cases pending till the beginning of this year. The pendency was highest in the chemistry unit with 5433 cases. Though there are 337 sanctioned posts at FSL, a staggering 194 are lying vacant. This was revealed through an RTI filed recently.

The documentation department had 2038 cases pending, ballistic unit 102, DNA 862, physics 46, photo unit 26 and cyber unit 143. As a result, in a major case like that of Ponty Chadha, the crime branch is yet to get the ballistic reports.

The FSL investigations consist mainly of collection of samples of blood and semen along with gathering of swabs through slides. In cases where the identity of a deceased has to be established, DNA tests become important.

When the accused gets nabbed, his samples are matched with that of the victim. "Forensic examination is now much advanced. A little spray on an accused's shirt will show clear signs of whether it has semen stains. As such, preparing a report does not take too long,'' says Dr Sudhir Gupta of AIIMS.

However, experts at FSL dismiss the allegations of any delay. "We understand the importance of rape cases. The waiting time for important cases is not more than two weeks,'' said an administrative officer at Rohini.

The officer insisted that most of the backlog had been cleared, and that once the recruitments were over, delays will stop. "Of course, certain units like the DNA unit need time to analyse complicated specimens,'' said a source.

The police though say that only a "personal rapport'' at FSL gets the experts to complete the report within 10-14 days. ``Like any other important case, rape cases which hit the headlines are followed up by the DCP and ACP level officers. However, in less important cases, we have to make several rounds before we get the report,'' said an officer adding there have been cases where the court had to intervene to get the reports.

Delhi Police had in June 2012 - exactly a year ago - written to the Delhi principal secretary (home), asking him to direct FSL, Rohini - the only government-owned state lab in the city besides the CBI lab - to submit such reports within 10 days. "We are yet to get any result,'' said the officer.

The courts in Delhi, too, have on several occasions expressed their displeasure about the same. Last year, a lower court had directed the home secretary, Delhi government, to set up at least 12 forensic science laboratories across the capital to deal with the situation.
