The Comptroller and Auditor General (CAG) has asked the Uttar Pradesh government to ensure security of its officials who would start probe into the alleged financial irregularities into the National Rural Health Mission. The CAG office has writen a letter to UP chief secretary and the principal secretary, health and family welfare, expressing concern over the security of its probe team, comprising 50 auditors in addition to deputy auditors general and senior deputy auditors general.

"Stakes in NRHM are extremely high and this could be impeding CAG's work. Some of our officials fear that the factor could translate into threats and risk to life. So, the safety of the personnel is the first thing CAG would look forward to," said senior auditor with office of CAG. Incidentally, the fear is not of stray threats. Officials are reportedly apprehensive of danger to their dear ones.

A junior auditor added, "We would be going down to the village level and it is not very difficult to corner anyone unless there is security." The large-scale anomalies in the health department have drawn widespread attention in the media and put the state government on the backfoot. The probe may also throw light on the reasons that led to the killings of three medical officers -- Dr VK Arya, Dr BP Singh and Dr YS Sachan. The CAG is responding to arequest made by the UP government on July 21 to diminish controversy over misutilisation of NRHM funds and its link to the murder of three doctors in less than a year.

The team would scan scores of NRHM documents to assess if expenditure was legitimate or not. Although an assessment made by NRHM's director (finance) Jaya Bhagat and her team has already exposed filth in the system. The letter also asks the UP government to make sure that all documents being studied by them should be "saved from all risks of sabotage." The first requirement on the count demanded by CAG is a place having "zero or minimal risk to fire." Sturdy almirahs to keep the documents and reliable people to man them has also been asked for.

Citing reason behind the demand, a CAG official cited the case of Mumbai's Adarsh Scam. "Fire broke out in the place where documents related to Mumbai's land scam were kept three times. Technically, no one could be blamed.

But we all know why it happened," he said. The CAG team will be taking steps for safety of the documents and records they would study. "A disaster survival programme is what their strategy is called. It primarily banks on keeping a back-up at several places. This would be done for both hard and soft material," sources said. When asked to comment, principal secretary, health and family welfare, Sanjay Agarwal, said, "Ensuring the security of any team or an official visit to the state is a part of logistics.

It also includes their boarding, lodging and commuting. And we have done the same for the CAG team."The team is still busy with the spade work. Sources claim that the strategy would take a shape once they receive the list of related documents. Officials in the UP government said first consignment of the demand list would be dispatched from Lucknow on Monday. Meanwhile, auditors continue to assemble at Allahabad based office of principal auditor general, UP on Sunday as well. "The real work will start on August 11 with an entry audit meeting in Lucknow," said officials.
